The system is designed to hold sessions on the fourth Thursday of every month, where the Chief Minister personally listens to selected grievances, reviews them, and directs officials for timely action.

In the last four years alone, 2,39,934 grievances have been resolved under CM Bhupendra Patel’s leadership. This demonstrates the government’s ongoing commitment to ensuring that citizens’ issues, whether big or small, are addressed without unnecessary delays.

A Landmark Case: Bharatbhai Khodiphad’s Land Ownership Issue

One of the most inspiring success stories of the SWAGAT Online Program comes from Mahuva in Bhavnagar district.

For decades, Bharatbhai Khodiphad had struggled to secure the rightful ownership of a residential plot of land. The land was originally acquired by the municipality from his grandfather for developing housing for economically weaker sections. However, the portion meant for his family was never officially allotted, despite a municipal decision dating back to 1967.

Generations passed, but the ownership papers remained unresolved. Whenever Bharatbhai approached local authorities, he was met with bureaucratic hurdles. Eventually, he escalated his case from the taluka level to the district and finally to the state authorities under the SWAGAT Online Program.

His perseverance paid off when the Chief Minister directly intervened, instructing officials to complete the documentation process. “The Chief Minister heard my complaint and instructed the concerned officials to complete the land documentation. Because of his timely intervention, my long-pending issue was resolved, allowing us to process the loan for my children’s higher education,” Bharatbhai shared with relief.

This case is not just about resolving one person’s grievance; it highlights how SWAGAT restores faith in governance and empowers citizens to claim their rightful dues.

How SWAGAT Online Program Works

The SWAGAT Online Program is structured across four levels of governance:

  1. State SWAGAT – The Chief Minister personally listens to grievances from citizens across Gujarat.
  2. District SWAGAT – Issues are addressed by the District Collector, ensuring problems are handled locally without escalation.
  3. Taluka SWAGAT – Citizens can present complaints to the Taluka Officer or Class-1 officer for quicker resolution.
  4. Village SWAGAT – At the grassroots, applications are submitted to the Talati or Minister between the 1st and 10th of each month. These are then compiled and reviewed in Taluka SWAGAT sessions.

This tiered system ensures that most grievances are resolved at the local level, reducing the need for citizens to approach higher authorities unnecessarily. At the same time, it provides a clear pathway for escalation when local solutions are not adequate.

Integration of Technology: WTC (Write to CMO) Portal

In 2021, the Gujarat government further strengthened citizen engagement with the launch of the WTC (Write to CMO) online grievance portal. This digital platform enables citizens to file complaints directly online, reducing paperwork and saving time.

Complaints can now be submitted in multiple ways – in person, by mail, by post, or online. Once received, they are forwarded to relevant departments for review and action. The introduction of online systems like WTC has increased accessibility, especially for citizens in remote areas who may not be able to travel to district or state offices.
